Project name: Pennsylvania Older worker Industry Partnership Initiative
Client: Pennsylvania Department of Aging
Timeframe: November 2004 to September 2007
Purpose: To explore the potential of organizing a group of employers who intentionally utilize an older workforce to share common training and human resource needs.
Expected Outcome:
Application to the State of Pennsylvania for a formal industry partnership to achieve the stated purpose.
Current Status: CSW, in partnership with Experience Works, a national provider of employment and training services to older workers, has been working with the South Central Pennsylvania WIB (multi-county region in the Harrisburg area) to advance this variation of a sector initiative. There is a high level of interest from the existing South Central Healthcare Industry Partnership to pursue this approach. Our data analysis indicates that the healthcare sector in the South Central Region both employs a higher percentage of older workers and hires a higher percentage of older workers than the average for the region. Several reginal healthcare employers are already examining this issue of maximizing the potential from their older workforce. An industry partnership will allow them to deal with this issue collectively and learn from each other as well as provide access to potential incumbent worker training funds for this population.
Key Deliverable: LED data-based analysis that use trend data to identify the industries employing and hiring from the older worker pool.
Project name: Jobs, Education, and Training (JET)
Client: State of Michigan Departments of Human Services and Labor & Economic Growth
Timeframe: August 2004 to June 2007
Purpose: To change the way recipients of Temporary Assistance for Needy Families (TANF) receive training, skills development and post-employment support by offering expanded educational opportunities and wrap-around family supports.
Expected Outcome: Increased participation in the labor market by TANF recipients; improved retention rates for the same population; increased average level of credential and education attainment among TANF population.
Current Status

CSW played a crucial role in the design, planning, and implementation of the JET initiative. The firm's participation in the process began with the convening of an advisory board in 2004, comprising representatives from a range of policy, legal, and social services entities. Contracting for the State of Michigan, CSW provided expert advice on designing the pilot program and implementing a graduated roll-out. The JET initiative is now avaialble to TANF recipients in 19 Michigan counties, and statewide implementation is scheduled for October, 2007. Initial rdata draws indicate that JET has been successful in helping TANF recipients keep their jobs for longer periods, and earn higher wages than they did prior to the JET program.

CSW is also managing the evluation of JET, which entails a quantitative study of outcomes by the Upjohn Institute and a qualitative study of client and case managers' experiences by the University of Michigan's Ford School of Public Policy. The first year's report of this two-year evaluation will be presented to the State of Michigan in September, 2007.
